Controles de Capital: a reorientação recente da mainstream economics e a abordagem keynesiana-estruturalista
Resumo
O artigo discute os controles de capital na visão mainstream economics e na abordagem keynesiana-estruturalista. Argumenta-se que, embora a reorientação recente do mainstream economics sobre os controles de capital seja um marco notável, essa nova abordagem sobre o uso de controles de capital permanece incompleta devido ao fato de não reconhecer devidamente as assimetrias inerentes ao Sistema Monetário-Financeiro Internacional (SMFI) contemporâneo e os seus efeitos sobre as economias. Neste sentido, o artigo explica porque a mainstream economics defende o uso de controles de capital apenas de forma temporária, enquanto a abordagem keynesiana-estruturalista sustenta o uso de controles de capital permanentes pelos países, destacadamente no caso das economias periféricas.
